Fuzzy Vikor Application for Learning Management Systems Evaluation in Higher Education

Adopting learning management systems (LMS) in higher education has become a major focus of interest to implement e-learning. Evaluating the quality LMS is important improve learner outcomes and promote teaching strategy. Many LMSs are emerging thus assisting institutions choose adequate becomes crucial especially under fuzzy environment where uncertainties subjectivities considered. Because this, paper proposes framework inspired from ISOLIEC 9126 evaluate rank proprietary, open source cloud-based LMSs. Then Fuzzy Vikor (VlseKriterijumska Optimizacija I Kompromisno Resenje) technique applied for instantiating proposed criteria selecting alternatives three adopted Saudi Arabia universities. The obtained results show that most decision makers these equally understandability time behavior. In addition, Moodle was set as appropriate meet standards.
